The second officer recommended is Inspector Charles
Mottram, aged 45 years, who joined the Police Force on 14th July, 1925,
and who is now Assistant Director of Criminal Intelligence for Kowloon
and the New Territories. He has been commended for his conduct by the
Commissioner of Police on six occasions and by me on two occasions.
He is 41st on the seniority list of European Inspectors. I recommend
his promotion with effect from 1st March, 1947. His present salary
is £535 per annum and on promotion he would be eligible for a salary
of £645 per annum.

I should be grateful for early telegraphic approval
of my recommendations and also for a reply to my despatch No.228 of
13th December, 1946, on the subject of acting allowance for Inspectors
who act in.gazetted posts.
